Many times, those who ought to be our allies in the struggle for freedom don't do what we would like them to do, even when it would seem to be in their best interest. Afghan President Hamid Karzai continues to bloviate against NATO's forces that have kept his head off a stick and his country out of the greedy hands of the Taliban. The Palestinian Authority glorifies terror - indeed, partners overtly with terrorists - while accepting hundreds of millions in handouts from supposedly terror-fighting Western countries. Pakistan takes billions in American aid and funnels it into the ISI's deranged and self-destructive freelance jihad projects. Even when our support is more moral than financial, as in the case of protesers throughout the Arab world, our fine words are barely heard over the din of anti-Western curses and conspiracy theories.

All of the troubled countries and territories mentioned above share certain characteristics. They are all economic basketcases that desperately need cash.

For the rich developed world, this seems to present a no-brainer type of foreign policy solution: money for services rendered.
